New announcement
Recipients see the message in their workspace notification bell. Level "Important" additionally opens a blocking dialog on their next page load until read. Sending is a two-click action.
The Arabic variants are shown to users whose workspace language is Arabic; everyone else sees the English text.
Sent announcements
Retracting removes the announcement from every recipient's bell and disables its dialog.
